If i travel to mikulov from mauritius, for visa purpose from where i can apply for visa. NB: In mauritius there are no Czech embassy.

I found out something. According to the Czech Ministry of Foreign Affairs, there should be some representation of the Czech Republic in Mauritius, not an embassy, but some non-diplomatic authority where they could help you.
