Getting temporary residence permission, taking drivers license

Hello!

I am thinking about combining a visit to my friend in Prague with taking the motorcycle license.

Since I am a Norwegian citizen, I have to get a temporary residence permission from the local police station, but what I would like to ask you is; do you know how long it will take before I get a document that says I have temporary residence?

I'm planning to stay for about 3 weeks, taking the license will take about 2 weeks so I really need to know how fast I can get temporary residence.

My friend is also a Norwegian citizen, but has a residence permission for 5 years I think (he studies medicine).

Any help or tips will be much appreciated!
